ARTICLE 10 OF 10:

MUTUAL OBLIGATIONS

1. The system benefits all parties:
   • settlers gain land and security,
   • headmen gain population and productivity,
   • Chiefs gain labour and prosperity.
2. Obligations are fulfilled through:
   • labour,
   • loyalty,
   • communal participation.
3. No rent or sale is involved.
