RIGHT TO LAND THROUGH SUBMISSION
- The Chief delegates land administration to village headmen.
- A headman is granted authority over a defined tract of land.
- The headman:
- allocates land to settlers,
- oversees settlement boundaries,
- ensures orderly occupation.
- The most fertile portions are typically cultivated by the headman and their close kin.
