ARTICLE 3 OF 10:

RIGHT TO LAND THROUGH SUBMISSION

  1. The Chief delegates land administration to village headmen.
  2. A headman is granted authority over a defined tract of land.
  3. The headman:
    • allocates land to settlers,
    • oversees settlement boundaries,
    • ensures orderly occupation.
  4. The most fertile portions are typically cultivated by the headman and their close kin.
